Rather than make cosmetic changes to its spending plan that might stave off a county takeover for another year, the Los Angeles Unified School District Board should fundamentally alter the district's course toward long-term sustainability. The current financial trajectory, driven by years of overspending and structural deficits, has placed the nation's second-largest school system on the brink of a state intervention.
District officials have presented a budget that relies on temporary fixes and one-time funds to close a widening gap. Critics argue this approach merely delays the inevitable. Without deep cuts to central office bureaucracy or a serious renegotiation of labor contracts, the district risks losing local control to the Los Angeles County Office of Education. A county takeover would strip the elected board of its authority over finances, handing decisions to an appointed administrator.
The board's reluctance to make hard choices stems from political pressure. Cutting popular programs or reducing staff angers unions and parent groups. Yet the math does not lie. Enrollment has dropped by tens of thousands of students, shrinking per-pupil state funding. Meanwhile, pension costs and health benefits continue to rise faster than revenue.
Some board members have proposed smaller adjustments, such as trimming travel budgets or freezing non-essential hiring. These steps, while prudent, do not address the core problem: the district spends more than it takes in every year. A sustainable plan would require restructuring debt, consolidating under-enrolled schools, and rethinking staffing ratios.
The clock is ticking. If the board submits another budget that kicks the can down the road, the county will have little choice but to step in. The path to solvency is painful but clear. The question is whether the board has the courage to take it.
